Can I say:

"A pending offer is labeled (icon)."

or do I have to write "labeled with (icon)" ?

the only things labeled over here are thing like soup cans, boxes, etc.

And then, I have only seen: "Read the soup label" never, "the soup can is labeled"

So, neither of the options make sense to me. But that could be limited to me.

I have seen, "a pending offer was tabled on Xerox". If you mean to say that you've made a proposal and the icon is the evidence of the proposal. (as in business offer)
