1) Feigning a medical emergency of a secret, never-to-be-talked-about Cardassian nature that requires utmost discretion and routine intimate treatment in his quarters.
2) Feigning a sudden interest in the holosuite, hinting at interesting happenings, dropping a certain date when he's expecting someone special, finally getting Julian there.
3) Having enough of the slow development, he abducts Julian and ties him to his bed until the doctor admits his attraction.
4) In a variation of 3, Garak stages Julian's and his abduction, during which the torturers threaten Julian with killing Garak to make Julian admit his love.
5) After having read too many Terran slash novels, Garak goes on a shuttle flight with Julian, making sure they get stranded for at least 3 months in a subspace fold or a time tunnel.
